Statement of Intent for Organisational Ombuds Services for AUT

Employee Advisory and Resolutions Office [EARS] reports directly to the Vice Chancellor and is independent of the university's management, people and culture function and structure.
While the Head of the Vice Chancellors Office [HVCO] will coordinate routine matters of employment administration for the EARS Head of Service. The reporting line, as shown in the organisational chart for the purview of AUT staff, will show the reporting line between EARS and the HVCO. However, the Head of EARS continues to have direct contact with the VC as and when required.
The Office of the Employee Advisory and Resolutions Service [an Organisational Ombuds practice] was enacted in August 2021. The initial charter [the instrument of enactment] as an agreement of practices was signed between the Vice Chancellor [VC] of AUT and the Head of Service. The charter was subsequently renewed in September 2022 until September 2025.
While clause 9 of the charter confirms the reporting line between the Head of the service and the VC, in matters of operations, as an employee, the Head of the service appears in the organisational chart to report to the Head of the Vice Chancellor's Office. As a matter of fact, this could confuse the constituency, and any apparent lack of clarity on the meaning of independence [clause 3. d.] may inadvertently create a barrier for those wanting to seek help from the service.
The following statement sets out to confirm this and provide added clarity to the intent and execution of the charter.
